This library is high speed universal character encoding detector. - binding to libcharsetdetect

Requires

Cython: http://www.cython.org/

uchardet-enhanced: https://bitbucket.org/medoc/uchardet-enhanced/overview

pip install or easy_install -U cython

Benchmark
